Organisations Working on Street Dog Welfare
Organisations running large-scale street dog work include Mission Rabies and its parent charity Worldwide Veterinary Service, Soi Dog Foundation in Thailand, WECare Worldwide in Sri Lanka, FOUR PAWS, and Dogs Trust. All of them use catch-neuter-vaccinate-return rather than culling, which is the only approach the World Health Organization supports.

An estimated 300 million dogs live on the world's streets. The organisations working on them are easy to confuse with pet rehoming charities, and they do something quite different: rather than removing dogs to shelters, they sterilise and vaccinate dogs and return them to the territory they already hold.
That approach — catch, neuter, vaccinate, return — is what the World Health Organization endorses, because culling has repeatedly failed to reduce either dog numbers or rabies deaths. A culled territory refills from neighbouring populations within months. A vaccinated, sterilised one does not.

Which organisations help street dogs globally?
Mission Rabies and Worldwide Veterinary Service run mass vaccination and veterinary training internationally. Soi Dog Foundation works at scale in Thailand, WECare Worldwide in Sri Lanka, and FOUR PAWS and Dogs Trust both run stray dog programmes across multiple countries. WARN funds partner-led CNVR in Pakistan.
What is CNVR and why do these organisations use it?
Catch, neuter, vaccinate, return. Dogs are caught, sterilised, vaccinated against rabies, ear-tipped so they are recognisable, and returned to their own territory. The World Health Organization endorses it because culling does not reduce dog populations — cleared territory simply refills — whereas a sterilised, vaccinated population shrinks and stops transmitting rabies.
How can I help street dogs abroad?
Fund an organisation already working in the country rather than travelling to help, and prefer ones running CNVR over ones building shelters. Shelters fill and stay full; sterilisation and vaccination reduce the problem at source. Avoid organisations that describe removing dogs from the streets as a solution in itself.
